Governor Newsom Appoints New Deputy Directory of the OHV Program

QWR would like to be among the first to congratulate Sarah Miggins on her appointment today by Governor Gavin Newsom to be the new deputy director of the California Off-Highway Motor Vehicle Recreation (OHMVR) Division at the Department of Parks and Recreation.

Don Amador, former chairman of the CA OHV Commission and spokesman for sustainable OHV recreation, states, “I have known and worked with Sarah for a number of years during her tenure on the CA OHV Commission.  Her strong commitment to sustainable recreation management, volunteer programs, and conservation efforts will serve the OHMVR Division well as it seeks to provide continued public access to high-quality and environmentally responsible motorized recreation or motorized access to non-motorized opportunities.”

“I also think her significant experience in managing conservation-oriented non-profit volunteer organizations will add an important element to the CA OHV program.  In addition, I believe her appointment will help bring stability, transparency, and accountability to the OHMVR Division and Program,” Amador continues.

QWR believes that maybe the single most important factor in modern OHV recreation is the use of diverse partnerships as a synergistic force multiplier when it comes to the management of motorized use on designated roads, trails, and riding areas.

Plumas County Sheriff - Supported with CA OHV LE Grant

Grant opportunities often act as an important fiscal support mechanism for local and federal agencies that are faced with increased demands for high quality OHV recreation while at the same time dealing with decreasing or stagnant recreation budgets.

A good example of key grant partnerships is the CA OHV Grants Program where it is hosting its annual OHV Grant Workshops next week in Northern and Southern California.

According to the CA OHMVR website, the Grants and Cooperative Agreements Program (Grants Program) provides for well managed off-highway vehicle recreation in the State of California by providing financial assistance to cities, counties, districts, federal agencies, state agencies, educational institutions, federally recognized Native American Tribes, and nonprofit entities.

The Grants Program supports the planning, acquisition, development, maintenance, administration, operation, enforcement, restoration, and conservation of trails, trailheads, areas, and other facilities associated with the use of off-highway motor vehicles, and programs involving off-highway motor vehicle safety or education.

QWR encourages current and potential new grant applicants to consider attending the aforementioned workshops.  There will be some important updates for grant applicants.  QWR looks forward to seeing many of the CA OHV grant participants at the workshop in Sacramento.

Be an OHV Champion and Comment on CA OHV Grant Process by April 3 Deadline

Stop and Make a Grant Comment

QWR is committed to the collaborative process as a strategy to bring land agency staff and the trail-based recreation community together with a common goal of both protecting resources and providing a high-quality outdoor experience.

In CA and other states with an OHV grant program, part of that collaboration is weighing in with comments on agency grant proposals.

The public review and comment period for the CA OHV 2016/17 Grants and Cooperative Agreements Program ends at 5:00pm (Pacific Standard Time) on Monday, April 3, 2017. Agency staff have worked hard to prepare these grant submissions and now it is our turn to comment on the various grant proposals before the April 3 deadline. 

Don’t feel you have to comment on every grant.  Just focus on the areas where you recreate.  Also, don’t forget to comment on any LE or Sheriff grants that are submitted.  LE is an important part of managed OHV recreation in the 21^st Century.   In addition there are non-profit applicants that submit grants… feel free to comment on those.
