‘TWO SIDES OF THE SAME COIN”  - ROADLESS AND TMR REPEAL/AMENDMENTS

*Historic routes should be remembered in Roadless and TMR-related travel decisions.

 A route that was once mapped, signed, maintained or otherwise recognized by the Forest Service should not automatically be treated the same as an unauthorized user-created route.  QWR believes that most of the mainstream OHV community is not asking for automatic reopening of every route.  Instead, we are asking that documented historical routes remain visible in the planning record and be evaluated through the same contemporary resource and recreation criteria used for other potential trail opportunities.

QWR does not believe the answer is to eliminate protections or open everything to motorized or non-motorized recreation. QWR believes the answer is to build a smarter management system—one that protects important natural and cultural resources while allowing Forest Service managers and local partners to designate, maintain, reroute and connect sustainable trails where doing so produces a net management benefit.
